Israel and Morocco agree to raise missions to full embassies

Israel and Morocco have agreed to upgrade their diplomatic relationship, in a meeting held in New York between Israeli Foreign Minister Gideon Sa'ar, Moroccan Foreign Minister Nasser Bourita and the United States ambassador to the United Nations, Mike Waltz. What the Abraham Accords are, and where Morocco fits

The Abraham Accords are the framework under which Israel established or restored formal relations with a group of Arab and Muslim-majority countries, brokered with American involvement. Morocco announced the renewal of diplomatic relations with Israel in 2020, as Ynet noted, and the two countries have since operated liaison missions rather than full embassies with resident ambassadors. That distinction is the substance of what was agreed in New York: a liaison office is a lower-grade diplomatic presence, while an embassy headed by an ambassador is the standard full form of state-to-state representation.

Israel and Morocco also have a relationship that predates any formal accord. A large Israeli population traces its roots to Morocco, and Moroccan-Jewish heritage is a visible part of Israeli culture, which is part of why direct air links have carried significant civilian traffic since the resumption of ties.

Why the meeting happened at the United Nations

The encounter took place in New York with the American ambassador to the UN present, rather than in either capital.
