Israeli forces detained a Palestinian man the military says was preparing to carry out a shooting attack, in a raid on the town of Beitunia in the West Bank, the Israel Defense Forces spokesperson announced. The operation was conducted together with the Israel Security Agency, the country's internal intelligence service, and a second wanted individual was detained alongside him.

The military named the man as Ismail Ankaio and said he had been the subject of a pursuit lasting about a week before troops reached him. In its statement, the army said Ankaio "was planning to carry out an imminent shooting attack," and that soldiers would continue to act to prevent attacks. Emanuel Fabian, the military correspondent of The Times of Israel, reported that the raid was carried out by the Duvdevan Commando Unit.

UK Prime Minister Andy Burnham defended a ban on trade with Israeli settlements in the occupied West Bank, saying settler terrorists are carrying out ethnic cleansing of Palestinians.

Where Beitunia is

Beitunia is a Palestinian town in the central West Bank, adjacent to Ramallah, the seat of the Palestinian Authority. The area sits within the patchwork of administrative zones created under the Oslo Accords, in which the Palestinian Authority holds varying degrees of civil and security responsibility while Israel continues to conduct military operations, including arrest raids, in towns and refugee camps. Israeli raids in and around Ramallah are a regular feature of that arrangement, and they are typically carried out at night or in the early hours, though the military did not specify the timing beyond saying the operation took place earlier on the day of the announcement.

Israeli official statements refer to the West Bank as Judea and Samaria, the biblical names used in Hebrew and in government documents. The IDF's English-language post on X used that terminology in describing where the detention took place. International reporting, including the Times of Israel correspondent's account, uses "West Bank" for the same territory.

What the Duvdevan unit does

Duvdevan, whose name means "cherry" in Hebrew, is a special operations infantry unit of the Israeli military that specialises in undercover work in Palestinian urban areas. Its operators are trained to blend into civilian surroundings in order to reach and detain individuals the security services regard as immediate threats, an approach known in Hebrew as mista'arvim, meaning those who disguise themselves as Arabs. Operations of this type are usually conducted in coordination with the Israel Security Agency, known in Hebrew by its acronym Shin Bet, which handles the intelligence side of counterterrorism work in the West Bank.

The Israel Security Agency reports directly to the prime minister and is responsible for domestic intelligence, counterterrorism and the protection of state institutions. Joint IDF and ISA operations are the standard framework for arrests described by the military as thwarting an imminent attack, with the agency identifying the target and army units carrying out the physical detention.

How this fits a wider pattern

Arrest raids of this kind form a large part of routine Israeli military activity in the West Bank, and the army publicises a portion of them through its spokesperson's Telegram channel and social media accounts. Cases described as involving an imminent attack are announced more prominently than routine detentions of wanted individuals, and the military's framing, as here, typically emphasises the speed of the intelligence cycle and the pursuit that preceded the arrest.

The term "shooting attack" refers to an armed assault, most often against Israeli soldiers at checkpoints, or against civilians on West Bank roads and at junctions. The military did not say whether a specific target had been identified in this instance, nor whether weapons were recovered during the raid.

What the reports do not say

The available material comes from a single origin: the IDF's own announcement, distributed through its Telegram channel and its account on X, and relayed by the Times of Israel's military correspondent, who attributed the details to the army. There is no independent account of the raid, and no Palestinian source is quoted in any of the reports.

The military did not describe the intended target of the alleged attack, did not say what organisation, if any, it believes Ankaio is affiliated with, and did not name the second man detained alongside him. It gave no account of whether the raid involved an exchange of fire, whether anyone was injured, or whether weapons or other materials were seized. The reports do not say where the two men are being held, whether they have been charged, or under what legal framework they are being detained. The evidence underlying the assessment that an attack was imminent has not been made public, and the allegation remains an Israeli military claim that neither the men nor any legal proceeding has yet tested.

All details originate from the IDF spokesperson's statement, published on the army's Telegram channel and X account, and relayed by the Times of Israel's military correspondent. No independent or Palestinian account of the raid was available, and the allegation of a planned attack remains an Israeli military claim.
