Eight Arrested and Three Handguns Seized in Capital Shield

Israel Police launched a new Jerusalem operation, arresting eight people and seizing handguns, M16 parts, drugs and a cloned car in and around Shuafat camp.

Israel Police said they had launched a new operation in Jerusalem called Capital Shield, sending in hundreds of Border Police officers from the Jerusalem Envelope sector, Jerusalem Border Police undercover operatives and Jerusalem District officers. According to the police statement, eight suspects were arrested in the operation and handed on for further investigation by police and security services.

The published list of items seized was: three handguns, M16 rifle parts, loose ammunition, two military combat vests, an airsoft pistol, drugs described as not being for personal consumption (hashish, Spice, ecstasy and marijuana) and one cloned vehicle. Police said the operation followed an arrest the previous day by Jerusalem Border Police undercover officers, who detained a suspect in arms trafficking in the Shuafat refugee camp. The operation was also reported by the Jerusalem Post, which described it as taking place in Shuafat on 12 January 2026.

A new district commander’s opening move

Police presented Capital Shield not as a raid but as a standing programme, drawn up when Shlomo Fuld took over as commander of the Jerusalem District. The stated aim is what the force calls strengthening sovereignty and deepening governance in the Jerusalem Envelope (the belt of neighbourhoods and villages around the city) by combining intelligence work with proactive operations rather than reacting to incidents.

Fuld watched the night’s activity from a command post at the Jerusalem Envelope Border Police base alongside the sector commander, Eran Levy. “The implementation of the rule of law in every single point is a necessary condition for the security of the capital,” Fuld said in the statement. “Capital Shield is not a one-time operation, but a new and significant stage in the defence of Jerusalem.” The national Border Police commander, Yitzhak Brick, said his officers had operated “in the heart of the Shuafat refugee camp with determination, professionalism, and full cooperation with the Jerusalem District Police.”

Why Shuafat is the hardest square kilometre in Jerusalem

Shuafat is the only Palestinian refugee camp inside Jerusalem’s municipal boundary, which Israel extended over eastern parts of the city after 1967. It is also, awkwardly, on the West Bank side of the separation barrier built in the early 2000s. That combination produces the governance gap the police statement gestures at. The Times of Israel reported in October 2022 that the wider camp area holds an estimated 60,000 residents, that municipal services from rubbish collection to sewerage are patchy or absent, that the Palestinian Authority has no jurisdiction there, and that Israeli police rarely enter to deal with rising crime. Residents hold Israeli permanent residency but reach the rest of the city through a checkpoint that can be closed at will.

Weapons are a recurring target of these incursions. In a separate operation in June 2026, police raided the camp and seized three M-16 assault rifles, ammunition and magazines, arresting a resident suspected of smuggling firearms.

What the Border Police is

The force at the centre of the operation is not the ordinary Israeli police. The Border Police, or Magav, is the gendarmerie branch of the national police, roughly 8,000 strong, staffed by career officers and conscripts and trained for combat, counter-terrorism and riot control alongside police work. Around a fifth of its personnel are concentrated in Jerusalem. Its undercover unit, Yamas (the mistaravim referred to in the police statement) specialises in entering densely built areas in plain clothes to make arrests.

What is still unclear

The police statement did not say what the eight suspects are accused of, whether any have been charged, or where in the Jerusalem Envelope each arrest took place. It gave no quantities for the drugs seized and did not say who the seized firearms are alleged to belong to. Nor did it set out how long Capital Shield is meant to run, how many officers are assigned to it, or what measure of success the district intends to use.
