Israel Police on Monday arrested Rafi Sa'ar, the mayor of Kfar Saba, together with his wife, Meital Sa'ar, and a senior municipal executive, on suspicion that they accepted bribes in return for rigging the city's public tenders. The Times of Israel reported that the couple were detained alongside 15 other suspects, and that some of those alleged to have paid were criminals.

According to Ynet, the suspected offences include bribery paid mostly in cash, fraud, breach of trust, money laundering and tax violations. Ynet also reported that the mayor has suspended himself from office, and that investigators suspect he and his wife used the money to fund a lavish lifestyle.

How many people were arrested

The reports do not give a single figure. Israel Hayom put the number of arrests at 17, including businesspeople and people involved in local criminal activity, and The Jerusalem Post likewise described the mayor, his wife and 15 others being held. Ynet, by contrast, reported that 24 suspects had been either detained or arrested in connection with the case. The difference may reflect people questioned and released versus those formally arrested, but the reports do not say so.

The identity of the third senior figure is also described differently. Ynet called him a senior director general in the municipality, while Israel Hayom identified him as the chief executive of the city's economic development corporation. Neither report, as provided, names him.

What police allege

In a statement cited by The Times of Israel, Israel Police said that known criminal figures in central Israel were involved in handling the payments in exchange for tender wins, and that these criminals committed acts of violence during the period under investigation. The Times of Israel, citing the public broadcaster Kan, reported that Meital Sa'ar was in direct contact with businesspeople and others who had financial interests before the municipality.

Kan also reported, according to The Times of Israel, that bribes worth millions of shekels moved throughout the tender period, which began a year after Sa'ar was elected. A different figure appeared in a post by the political commentator Amit Segal, who wrote that the mayor and his wife are suspected of receiving hundreds of thousands of shekels, partly in the form of shopping trips for clothing and other valuables, in exchange for selling tenders. The two figures may refer to different flows of money, but the reports do not reconcile them.

Ynet reported that investigators are also examining whether criminal elements influenced the local election in the city. It quoted a police source as saying, in effect, that the city had been sold.

The investigation and the timeline

The case was handled by Lahav 433, the Israel Police national unit for serious and organised crime and public corruption. According to Kan, as cited by The Times of Israel, the unit ran a covert investigation lasting more than a year before Monday's arrests. A senior official in the unit told the newspaper Maariv that the suspected offences date back to 2019 and that the inquiry opened in May of last year.

Israel Hayom reported that the alleged benefits included luxury holidays, expensive cars and cash.

The legal terms involved

Breach of trust is a specific offence under Israeli criminal law that applies to public servants who act against the public interest in the course of their duties, even where no direct payment is proven. It frequently appears alongside bribery and fraud charges in Israeli corruption cases involving elected officials. In Israel, a police recommendation or arrest is an early stage: the decision on whether to file an indictment rests with prosecutors.

About Kfar Saba

Kfar Saba is a city in central Israel. Like other Israeli local authorities, its municipality issues tenders for contracts across a range of services, and The Times of Israel reported that the suspected bribery touched tenders in various fields within the authority.

What the reports do not say

  • None of the reports includes a response from Rafi Sa'ar, Meital Sa'ar or their lawyers to the allegations.
  • The reports do not specify which tenders were allegedly rigged, which companies won them, or their value.
  • The names of the other suspects, including the senior municipal executive, are not given in the material available.
  • It is not stated whether the suspects will be brought before a court to extend their detention, or for how long.
  • The sources differ on the number of people held, 17 or 24, and on the total sums involved, and do not explain the discrepancy.
  • No report says who will run the municipality while the mayor is suspended.

איך בדקנו את זה

The arrests of the mayor and his wife were reported by Ynet, The Times of Israel, The Jerusalem Post, Israel Hayom and commentator Amit Segal. Figures on sums and suspect numbers differ between sources and are attributed individually; the claim about election interference comes from Ynet alone.
