Prime Minister Benjamin Netanyahu took part in a Civil Service Commission conference for senior defense and foreign affairs officials held at the headquarters of the Mossad, according to an announcement published by the Prime Minister's Office. The statement said the event took place in the morning and that Netanyahu set out his political and security outlook to those attending, reviewed the challenges he said the State of Israel faces in the period ahead, and wished the officials a good and successful year.

After the address, the Prime Minister raised a toast for Rosh Hashanah with members of the Mossad directorate, the announcement said, and praised them for what it described as their important contribution to Israel's security. The item was published by the government on 03.09.2026 and categorised under events and speeches of the 37th Government. A photograph credited to Haim Zach of the Government Press Office accompanied the release.

What the Mossad is

The Mossad is Israel's national intelligence agency, responsible for foreign intelligence collection, covert operations abroad and counterterrorism outside the country's borders. Unlike the Israel Security Agency, known in Hebrew as the Shin Bet, which handles internal security, the Mossad operates overseas. Its director reports directly to the prime minister rather than to a government ministry, which is why the head of government appears at internal agency occasions of this kind. The agency's headquarters and the identities of most of its personnel are not publicly disclosed, and official readouts of visits there are typically brief, as this one was.

The Civil Service Commission and why it convened the conference

The Civil Service Commission is the Israeli government body responsible for the professional public service: recruitment standards, appointments, discipline and training for state employees outside the political echelon. It periodically convenes senior officials by sector. In this case, the announcement describes a gathering of senior figures from the defense and foreign affairs fields, meaning career officials rather than elected politicians. The Prime Minister's Office did not name any of the participants beyond Netanyahu himself, and did not say how many attended or which ministries and agencies were represented.

Rosh Hashanah and the toast

Rosh Hashanah is the Jewish New Year, marking the start of the Hebrew calendar year and the beginning of the High Holy Days, which conclude with Yom Kippur. In Israel it is a public holiday, and the weeks before it are a standard season for institutional gatherings: ministries, security bodies, municipalities and companies commonly hold a pre holiday toast, in Hebrew a kiddush or holiday reception, at which a senior figure speaks and offers new year wishes. The Prime Minister's Office announcement places Netanyahu's remarks in that framework, describing the toast as following the conference address.

What a readout like this does and does not do

Announcements issued by the Prime Minister's Office fall into several categories. Some carry verbatim quotations from a speech, released as an official transcript. Others, like this one, are short summaries that describe the subject matter of remarks without reproducing them. In this case no direct quotation from Netanyahu was published, so his characterisation of Israel's security challenges is described only in general terms by his own office. Readers should treat the summary as the government's account of a government event rather than as an independent report of what was said.

Netanyahu heads what the government's own publishing system labels the 37th Government, the numbering Israel uses to identify successive governments since the founding of the state. Appearances at security bodies and pre holiday toasts with intelligence and military leadership are a recurring part of an Israeli prime minister's public schedule, and the Government Press Office routinely distributes images from them.

What the announcement does not say

The release does not identify the head of the Mossad or any other participant by name, and does not state the location of the headquarters where the conference was held. It gives no attendance figure and no indication of how long Netanyahu spoke. It does not specify which challenges he set out, which regional or diplomatic files were discussed, or whether the session addressed any current operational matter. No text of his remarks was published, and no question and answer session is mentioned.

The announcement also does not say whether the conference was closed to media, whether other ministers were present, or whether the Civil Service Commission plans further sessions of the same kind. Because this account rests on a single government publication, none of its details have been confirmed by an outside body, and no other organisation's report of the event was available at the time of writing.
