Two Palestinians killed as IDF secures livestock return near Ramallah

The Israeli military says troops opened fire during a riot in al-Mughayyir while escorting police and a civilian retrieving animals said to belong to Israelis.

Two Palestinians were killed by Israeli military fire in the West Bank village of al-Mughayyir, north east of Ramallah, during an operation to return livestock that the Israel Defense Forces says belonged to Israeli civilians. The Times of Israel reported that the deaths were confirmed by the Palestinian Authority Health Ministry, and that video clips circulated showing soldiers and settlers entering the village.

In a statement issued through its spokesperson, the IDF said soldiers had escorted officers of the Judea and Samaria District Police, together with a civilian, into the village. The purpose, the military said, was retrieving animals located in the area of the village and identified by markings said to show they belonged to Israeli civilians. During the activity, according to the same statement, a violent disturbance developed and concrete blocks and stones were thrown at the force. The soldiers, the military said, fired at what it called key instigators to remove the threat, and hits were identified. The IDF added that the circumstances of the incident are under review.

Where al-Mughayyir is

Al-Mughayyir is a Palestinian village in the Ramallah area of the West Bank, in the territory the Israeli military administers through its Binyamin Brigade sector. The village sits in hilly grazing country east of Ramallah, an area where Palestinian herding communities and Israeli settlement outposts occupy neighbouring land, and where disputes over flocks, pasture and access routes are a recurring source of friction.

The bodies involved

The Judea and Samaria District Police, referred to in Hebrew by the acronym Shai, is the Israel Police district responsible for policing in the West Bank. Israeli police operating in Palestinian villages are routinely accompanied by military units, because the army holds security control over most of the territory. The Palestinian Authority Health Ministry, cited for the fatalities, is the health administration of the Palestinian Authority, which has limited self government in parts of the West Bank and publishes casualty figures for Palestinians killed in incidents with Israeli forces and settlers.

Competing accounts of who was killed

The reports do not agree on the identities of the dead. Ynet reported that Palestinians said the two killed were aged 16 and 19, and that they died during a confrontation with settlers rather than in the sequence the military described. The Jerusalem Post, citing Ynet, described the dead as two Palestinians aged 19 and reported that one other person was seriously injured. The military statement itself gives no ages, no names and no casualty count, saying only that hits were identified.

The language used also diverges sharply. The IDF and Israeli outlets circulating its statement describe those throwing objects as terrorists. The Palestinian account relayed by Ynet frames the deaths as the outcome of a clash with settlers. Ynet noted that the circumstances are being investigated.

How the account spread

The military statement was published in English on the IDF spokesperson's Telegram channel and reproduced in Hebrew by Israeli Telegram channels covering security incidents. Abu Ali Express, a Hebrew language channel that monitors Arabic media, carried the full military text alongside its own description of the incident as the killing of two Palestinian assailants during an attempt to return animals stolen from Jews. News.co.il posted a short item while the incident was still developing, saying soldiers had responded with fire during an operation to recover sheep. These channel posts are not independent reporting of the deaths; they relay the military account.

What the reports do not say

None of the material names the two people killed. The reports do not establish the ages of the dead, and the Jerusalem Post and Ynet versions differ on that point. There is no independent account in the material of how the livestock came to be in the village, who owned the animals, or on what basis the identifying marks were assessed.

The reports do not describe the role of the civilian who entered the village with the police, nor do they explain the presence of settlers seen in the video clips referenced by the Times of Israel. There is no Palestinian eyewitness testimony in the material, no detail on the wounded person's condition, and no indication of when the military review of the incident will conclude or whether any external body is examining it.
