Three Arrested Over a Web of Fake Firms and False Invoices
Israel Police and the Tax Authority say a network of fictitious companies at home and abroad laundered money and smuggled funds into Israel; two central suspects remain in custody.

Three suspects were arrested on suspicion of obtaining property by deception in a joint operation by the Jerusalem District's Special Patrol Unit and the Israel Tax Authority, the Israel Police said. The arrests followed a covert investigation that the police said had uncovered the working method of the main suspects.
According to the police account, the suspects ran an extensive network of fictitious companies and associations in Israel and abroad, laundering money for local firms while also smuggling funds in from overseas. The method, as the statement described it, involved taking in cash, issuing false invoices and then concealing the money through bank transfers, real-estate voucher payments and the use of family members' bank accounts. Investigators raided the homes of 16 suspects last week and took some of them in for joint questioning by the Jerusalem District Police and the income tax investigations officer. Dozens of assets suspected of having been bought with the proceeds were seized. Dozens of other people have been questioned as suspected customers of the service. A court extended the detention of two central suspects, aged 48 and 56, from Kiryat Ye'arim and Tel Aviv.
Why false invoices are Israel's costliest paper crime
Invoice fraud is the hinge on which much Israeli financial crime turns: a fictitious invoice lets untaxed or criminal cash enter the books of a legitimate company as a deductible business expense. Globes reported in August 2025 that fictitious invoices cost the state billions of shekels a year, that the Tax Authority blocked transactions worth NIS 8 billion in 2024 during the pilot phase of its new controls, and that a 2023 State Comptroller report found roughly 80 per cent of fictitious invoices were distributed through shell companies whose registered officers had been swapped in temporarily. The same report describes the “Israel Invoices” reform, which requires an allocation number from the Tax Authority for invoices above NIS 20,000, and proposals to give the authority a veto over the transfer of large blocks of company shares.
The pattern investigators keep finding
The mechanics described in the Jerusalem statement recur across unrelated Israeli cases. In an operation against an alleged protection racket in central Israel, The Jerusalem Post reported on 27 April 2026 that four security companies were suspected of issuing fraudulent invoices so that extortion payments would look like fees for services, and that police had set up a front construction company of their own to gather evidence. Paper companies, in other words, are used both to move criminal money and, on occasion, to catch it.
The unit that carried out the raids
The Special Patrol Unit named in the statement is the district-level tactical arm known in Hebrew as Yasam, described in the force's published structure as the Israel Police's rapid-response and public-order unit, used for raids and crowd control rather than for financial analysis. The financial side of the case sits with the Tax Authority's income tax investigators, who worked the file jointly with the district police.
What the police did not say
The statement gave no total for the sums allegedly laundered, no value for the seized assets and no list of the charges the three arrested suspects face. It did not say which countries the overseas companies were registered in, whether the 16 people whose homes were raided include the three arrested, or whether any of the businesses that allegedly used the service will themselves be investigated. No names were released, and no indictment has been announced.
