Ramat Gan Religious Council Chief Stabbed on a City Pavement

A 20-year-old Israeli-Arab man was arrested after the chairman of Ramat Gan's religious council was stabbed in the street and taken to hospital in critical condition.

A 20-year-old Israeli-Arab man was in custody after stabbing the chairman of the religious council of Ramat Gan, a city immediately east of Tel Aviv, on Thursday. Security camera footage showed the suspect stabbing Gedaliahu Ben-Shimon on a pavement in the city and then kicking him as he lay on the ground.

Ben-Shimon was evacuated to hospital in critical condition, according to Magen David Adom, Israel's national ambulance service. He is active in the Shas party and previously served as deputy mayor of Bnei Brak. The original account of the attack gave no further detail on the suspect, on any motive, or on the charges he faced.

What a religious council chairman actually does

The job is administrative rather than clerical, and it is more consequential in daily Israeli life than the title suggests. Religious councils are statutory local bodies created under Israeli religious services legislation, and they exist to deliver religious services to the local Jewish population: running religious institutions, supervising cemeteries and burials, and handling the practical machinery of marriage registration and kashrut supervision in a given municipality. As the legal centre Adalah notes in its summary of the 1971 Jewish Religious Services Law, the councils are funded by state and local government, and no parallel statute creates equivalent councils for non-Jewish communities.

Who controls those councils is a live political question. The Times of Israel reported in June 2024 on legislation that would have given heads of local religious councils, who are frequently appointed by the religious services minister, seats on the committees that select municipal rabbis, shifting influence away from elected local government. The chairmanship of a religious council in a large city is, in other words, a position of real patronage and budget, which is why it is typically held by a figure with a party base.

Shas, and why Bnei Brak matters on a CV

Shas is the ultra-Orthodox Sephardi party founded in 1984 by ultra-Orthodox Jews of Middle Eastern and North African descent who felt under-represented in Israeli politics relative to Ashkenazi Haredim, according to the Israel Democracy Institute. Guided by its Council of Torah Sages and long led spiritually by Rabbi Ovadia Yosef, it peaked at 17 Knesset seats in 1999 and has been a coalition partner in governments across the political spectrum since the 1980s. Much of its practical power, though, sits below the national level, in municipalities and in exactly the kind of religious body Ben-Shimon chaired.

Bnei Brak, where he had served as deputy mayor, is one of the largest ultra-Orthodox centres in Israel and adjoins Ramat Gan. A deputy mayoralty there is a substantial post in Haredi communal politics rather than a ceremonial one.

The ambulance service that made the assessment

The condition described in the account came from Magen David Adom, Israel's national emergency medical service, which runs the country's ambulance fleet, its paramedic training and its national blood programme from a campus in Ramla, by its own account. It has held that national status under a 1950 Knesset law and has been recognised by the International Committee of the Red Cross as Israel's national aid society since 2006, according to reference accounts of the organisation. Its paramedics carry out the initial triage at street incidents, which is why their categorisation (light, moderate, serious, critical) is the one that appears in Israeli reports before any hospital statement.

What the account did not say

The original release did not name the suspect, give his home town, state what he was charged with, or say whether police were treating the attack as nationalistically motivated. It did not say how the suspect was caught, whether a weapon was recovered, or how long after the stabbing the arrest took place. It also gave no update on Ben-Shimon's condition beyond the initial assessment at the scene.
