Israel's Foreign Ministry has publicly attacked Francesca Albanese, a United Nations Special Rapporteur, in a pair of posts published on its official English-language account on X. The ministry wrote that Albanese "has repeatedly echoed narratives that serve Hamas" and added that a UN Special Rapporteur would be expected to condemn Hamas rather than act as, in the ministry's words, "its spokesperson." A second post from the same account was sharper still, describing a movement "From Hamas to 'independent @UN expert' in record time," with the word independent placed in quotation marks. What a UN Special Rapporteur is

Special Rapporteurs are independent experts appointed under the United Nations human rights system to examine and report publicly on a specific theme or country situation. They are not UN staff members, are not paid a salary for the work, and do not speak on behalf of the United Nations as an institution. Their mandate typically involves gathering information, issuing public findings and presenting reports to UN bodies. The Israeli Foreign Ministry's posts turn on precisely that word, independent, placing it in scare quotes to question whether the holder of the mandate is acting as a neutral expert.
