Two Charged Over a Haifa Ring That Lured Women With Fake Jobs
Israel Police say a man and a woman recruited young women online with offers of office work, then forced them into prostitution in rented flats in Haifa and the Krayot.

Detectives from the Israel Police's Coastal District have filed charges against two suspects, a man and a woman resident in the area, over a network that trafficked women in Haifa and the Krayot, the cluster of towns north of the city. The indictment was lodged at the Haifa Magistrate's Court at the end of what the police described as a year-long investigation.
According to the police account, the covert investigation was opened in June 2025. The suspects are alleged to have found young women of various ages through social media (some of them with disabilities, some in deep emotional and financial distress) and forced them to provide sexual services in a series of apartments. The method, as the police described it, began with false offers of “office work”: the women were given housing and an apparently legitimate salary, then advertised on social media and, through threats and pressure, made to provide sexual services in flats rented in advance. The investigation involved complex evidence gathering, advanced technological means and the tracing of victims. When the case moved to its overt stage last month, several people were arrested on suspicion of human trafficking, aggravated pimping and extortion by threats.
What Israeli law says about paid sex and trafficking
Israel has taken the buyer-criminalisation approach associated with Sweden. A law passed in 2018 and in force from 2020 makes purchasing sexual services an offence, with fines of NIS 2,000 for a first offence and NIS 4,000 for a repeat one and an educational course offered as an alternative, according to the Task Force on Human Trafficking, an Israeli campaigning organisation that also cites research finding entry into prostitution commonly occurs at 13 or 14 and that 71 per cent of women remain because of debts and economic difficulty. Trafficking itself is prosecuted under separate and far heavier provisions. A survey reported by Ynetnews counted about 12,000 people in prostitution in Israel in 2014, 95 per cent of them women, alongside 1,300 minors.
The enforcement gap the state auditor found
A State Comptroller audit covering December 2024 to July 2025 found that Israel's enforcement of these laws has weakened sharply. The Jerusalem Post reported on 7 July 2026 that fines issued to buyers fell from 3,004 in 2022 to 902 in 2023 and 378 in 2024; that police closed 13 brothels in 2024 and 29 in 2025; that only 44 per cent of the force's trafficking intelligence was turned into operational activity in 2024; and that the national headquarters cell handling trafficking cases was down to a single officer by the end of the audit in July 2025. Ynetnews, covering the same audit, reported that police held information on more than 1,300 addresses suspected of being prostitution sites in 2024, that fines recovered to 1,061 in 2025, and that about 99 per cent of fines between 2021 and 2025 were issued in three districts (Tel Aviv, Central and Coastal), with enforcement in four of the seven districts negligible or very limited. The Coastal District, which built this case, is one of the three doing most of the enforcing.
Why victims are hard to reach
The recruitment pattern the police describe (targeting women in financial or emotional distress, some with disabilities, with an offer of ordinary work and a salary) is the mechanism that makes trafficking cases so slow to build. The comptroller also found that trafficking victims in Israel faced obstacles in obtaining residence visas, including financial guarantees and restrictive visa terms, which the audit warned could damage prosecutions by discouraging victims from cooperating.
What the police did not say
The statement did not say how many women were involved, their ages, or how many have been identified and reached. It did not name the two defendants or give their ages, did not say how many other people were arrested in the overt stage or whether they too will be charged, and did not set out the specific counts in the indictment. Nothing in the case has been tested in court.
