Update, 3 November, 12:07 Israel time

The man investigators describe as the main suspect has confessed to setting up the cell and identified the other members, The Times of Israel reported in a fuller version of its account of the joint Shin Bet and police statement. According to that report, he told investigators the test launches had produced successful results for both power and range, and that the group refined its devices after each launch before trying again. The same report says a second suspect also confessed to helping, though the text available is cut off before describing what that help involved.

Ynet reported a similar account, saying the cell used the trial launches to examine the strength and reach of its rocket and then improved what it had built. Ynet also said indictments will be filed against the six, again in the future tense, so the reports still do not show that formal charges have been lodged.

Neither report gives a distance for how far any rocket flew, names the suspects, or says where the launches took place. The confessions are described only as the security agencies have characterised them; no account from the suspects or their lawyers has been reported.

The story as first reported

Six Palestinian men from the Jenin area of the northern West Bank have been arrested on suspicion of trying to produce rockets for use against Israel, according to a joint statement from the Shin Bet security agency and Israel Police. The Times of Israel reported that investigators say the group had made a rocket and explosive devices and had carried out at least three launch tests.

Prosecutors have filed a formal notice of intent to indict the six, who are in their 30s, N12 reported, citing police. Weapons were found with the suspects, among them an M16 rifle and an RPG launcher body, according to the same report. News.co.il reported that the men are expected to be brought to trial in the coming days. The details were cleared for publication on November 3, 2026.

What investigators say the cell did

According to the security agencies, the investigation found that the group manufactured a rocket body and explosive charges and conducted three trial launches inside the West Bank. The statement, as quoted by The Times of Israel, says the cell also obtained guidance through a messaging app about the "materials required to manufacture explosives". That information came from a source outside the cell who was in touch with the man investigators describe as the main suspect. The statement does not identify that outside source or say where it was located.

Security forces also seized written material that, according to the statement, contained instructions for making explosives, rockets and explosive devices, which the agencies say were meant to be used against Israel and its security forces.

Who ran the investigation

The Shin Bet, formally the Israel Security Agency, is Israel's domestic intelligence service, responsible for counter-terrorism in Israel and the West Bank. It worked on this case with the police. News.co.il named the police unit involved as the central investigative unit of the Judea and Samaria district, known in Hebrew by the acronym Yamar Shai. Judea and Samaria is the term the Israeli government and police use for the West Bank.

The legal step taken so far

The reports differ slightly on where the case stands. Several Hebrew outlets, including N12 and News.co.il, say a prosecutor's statement has been filed. In Israeli criminal procedure this document tells a court that the prosecution intends to file an indictment, and it allows suspects to remain in custody while the charge sheet is prepared. Commentator Amit Segal wrote that an indictment will be filed, phrasing it in the future tense. The Times of Israel's report was cut off at the point where it addressed indictments. Readers should therefore treat the six as suspects who have not yet been formally indicted, according to the available reports.

Small differences in the accounts

The English and Hebrew reports describe the same facts with some variation. The Times of Israel speaks of a manufactured rocket and of "at least" three launch tests, while N12 and a Ynet alert refer to a rocket body and give the figure as three, without the qualifier. On weapons, The Times of Israel lists an assault rifle and an RPG, while N12 specifies an M16 rifle and the body of an RPG launcher. These are differences of detail rather than contradictions, and they likely reflect how the joint statement was summarised.

Why Jenin, and why rockets

Jenin is a city in the northern West Bank and has for years been a focus of Israeli security operations against armed Palestinian groups. Rocket fire at Israel has historically come mainly from Gaza and Lebanon, and Israeli security agencies have treated attempts to develop launch capability in the West Bank as a particular concern, since much of the territory lies close to Israeli towns. The reports on this case describe homemade, crude weapons; a police handout photograph published by The Times of Israel shows what it called crude rockets captured from the cell.

What the reports do not say

None of the reports names the six suspects or links them to any specific armed organisation. The statement does not say where or when the three test launches took place, whether any projectile landed in a populated area, or how far the rockets could travel. The identity and location of the outside source who passed on explosives information have not been disclosed. No response from the suspects, their lawyers or Palestinian officials has been reported, and the exact charges will not be known until an indictment is filed.

איך בדקנו את זה

The arrests, weapons and test launches come from a joint Shin Bet and police statement reported by several outlets. The confessions and claims about test results are attributed to the security agencies via The Times of Israel and Ynet, and no defence account has been reported.
