Shani Louk in 2021

The Israel Defense Forces (IDF) and the Israel Security Agency (ISA, also known as the Shin Bet) said on Tuesday that an Israeli strike in the Jabalia area of the Gaza Strip on Monday killed a Hamas member who took part in the abduction of Shani Louk during the October 7 attack. In a joint announcement, the IDF spokesperson named the man as Tamer Mohammad Ibrahim Al-Zabaq and described him as a member of the Hamas military wing who crossed into Israeli territory that day.

According to the military, the man had recently been advancing attacks against Israeli civilians and soldiers and working to rebuild Hamas military capabilities. The IDF said on X that this activity amounted to a systematic violation of the ceasefire and that he was killed to remove the threat he posed. Israeli outlets reported that with his death, every member of the cell seen taking Louk on October 7 has now been either killed or detained.

Who the agencies are and where Jabalia is

The IDF is Israel's military. The ISA, or Shin Bet, is Israel's domestic security service, and its intelligence frequently underpins targeted strikes in Gaza; joint announcements from the two bodies are common after such operations. Jabalia is in the northern part of the Gaza Strip. The Times of Israel military correspondent Emanuel Fabian reported that the killing was carried out by an airstrike there.

Hebrew reports describe the man as a Nukhba operative. The Nukhba is the elite unit of the Hamas military wing, and Israeli officials and media use the term for the fighters who led the cross-border assault on October 7, 2023.

The cell that took Shani Louk

Shani Louk was among those seized and taken into Gaza on October 7. Accounts of what happened to her that day differ in wording across the reports. The IDF statements speak of her abduction. Fabian, reporting the same announcement, described the man as having taken part in abducting Louk's body, and he noted that widely circulated photographs taken by the Associated Press documented the scene. Ynet described the group as the squad that abducted and murdered her.

According to Ynet, the IDF has now killed four of the five Nukhba members in that squad, and the fifth is held in custody in Israel. Fabian gave a matching account: three others were killed earlier in the war and one was captured by Israeli forces, making this man the final member of the cell to be accounted for.

News.co.il framed the strike as closing the circle, and, citing the IDF spokesperson, repeated the military's claim that the man had been advancing attack plans and helping Hamas rebuild while the ceasefire was in force.

A second Hamas figure

Ynet also reported that the IDF killed a second man, Akram Bassam Sha'ban Yassin, whom it described as a senior figure in the Hamas general security apparatus in the Gaza Strip. The other reports reviewed here do not mention him, and Ynet did not say whether he was killed in the same strike.

Differences between the reports

The reports do not agree on how to render the man's name in English. The IDF uses Tamer Mohammad Ibrahim Al-Zabaq, while Fabian writes Tamer Muhammad Ibrahim al-Sabbagh. Both refer to the same person announced by the military; the difference reflects transliteration from Arabic.

As noted above, the sources also differ in whether they describe the man's role as taking part in the abduction of Louk or of her body. This article reports both formulations as given.

What the reports do not say

  • None of the reports describes any casualties from the strike beyond the men named, or gives an exact time or location within Jabalia.
  • The claims that the man was planning attacks and rebuilding Hamas capabilities come from the IDF and have not been independently confirmed in any of the reports.
  • No response from Hamas is included in the material.
  • The reports do not name the other members of the cell, or the detained member held in Israel.
  • Only Ynet reports the killing of Akram Bassam Sha'ban Yassin, and it gives no further detail on the circumstances.

How we checked this

The strike and the man's identity are reported by the IDF, Ynet, News.co.il and Times of Israel correspondent Emanuel Fabian, all relaying the joint IDF and Shin Bet announcement. Claims about his recent activity come from the IDF alone, and the killing of a second man is reported only by Ynet.
