How it is worked out
18 minutes before sunset in Seattle
Sunset is calculated from Seattle's coordinates with the standard sunrise equation, then 18 minutes are taken off it. That is the whole method, and it lands within about two minutes of a printed community calendar.
Eighteen minutes is the usual custom in most of the world. Israeli calendars print 20 for most cities, and Jerusalem lights 40 minutes before sunset and Haifa 30, so those pages use their own number instead.
Saturday night
Havdalah, when three stars are out
Shabbat ends at nightfall, taken here as the sun reaching 8.5 degrees below the horizon: the point at which three medium stars would be visible. Some communities wait longer, so treat the minute as close rather than binding.

Astronomical calculation, ±2 minutes. Follow your community's published times for observance.
