להיות ארגון גג ללשכות המסחר הדו לאומיות והאזוריות הפועלות בישראל ולאלו שיוקמו בעתיד ואשר אושרו על ידי ארגון הגג ונרשמו כעמותה בישראל. לקדם ולסייע בהקמה והכרה בלשכות חדשות על פי אמות המידה להכרה של תאגיד כלשכת מסחר דו לאומית. לתמוך בלשכות, לסייע בביסוס מעמדן ובפעילותן ובכלל זה:
(א) קידום הליכי הסדרה וחקיקה לצורך שיפור קשרים עסקיים וכלכליים והסרת חסמים מכל סוג שהוא, בין ישראל למדינות השונות.
(ב) סיוע ללשכות בקידום יחסים מסחריים וכלכליים, בכללם סחר, השקעות וחדשנות. לתמוך ולסייע בשיתוף הלשכות בפעילויות רלוונטיות של משרדי ממשלה ומוסדות מסחריים פיננסים וכלכליים, לרבות השתתפות במשלחות דיפלומטיות ומסחריות יוצאות ונכנסות למדינה או אזור, וזאת בתאום עם הלשכה של אותה מדינה או אזור ובאישורה.
(ג) לשתף פעולה עם גורמים שונים העוסקים בפעילות בינלאומית.
(ד) להגן על בלעדיות השימוש במונח "לשכת מסחר" ו"מועצת עסקים".
(ה) לעודד לשכות לפעול בשיתוף פעולה עם לשכות מקבילות במדינות היעד.
(ו) לשמש מוקד להדרכה ומידע עבור פעילות של לשכת מסחר ובמה לשיתוף ידע בין לשכות המסחר.
(ז) לסייע ככל הניתן ללשכות המתקשות בפעילותן.
