How it is worked out

18 minutes before sunset in Brussels

Sunset is calculated from Brussels's coordinates with the standard sunrise equation, then 18 minutes are taken off it. That is the whole method, and it lands within about two minutes of a printed community calendar.

Eighteen minutes is the usual custom in most of the world. Israeli calendars print 20 for most cities, and Jerusalem lights 40 minutes before sunset and Haifa 30, so those pages use their own number instead.
