How it is worked out
40 minutes before sunset in Jerusalem
Sunset is calculated from Jerusalem's coordinates with the standard sunrise equation, then 40 minutes are taken off it. That is the whole method, and it lands within about two minutes of a printed community calendar.
Most cities use 18 minutes, and most of Israel 20. Jerusalem is one of the exceptions, and this page follows the local custom rather than the general one.
