Poraz was born in Bucharest, Romania, on 9 August 1945. He immigrated to Israel with his family in 1950 and attended the Alliance high school in Tel Aviv.

He served in the investigations department of the Military Police. He then studied law at the Hebrew University of Jerusalem and became a lawyer.

In 1974 he was among the founders of the Shinui movement. He sat on the Tel Aviv city council from 1983 to 1988 and headed the project to set up Channel 2, cable TV and regional radio. He entered the Knesset in 1988 and later chaired its Economics Committee.

Ariel Sharon appointed him Minister of the Interior in 2003, and he was dismissed in December 2004 with the other Shinui ministers after they voted against the state budget. In 2006 he lost second place on the Shinui list and founded the Hetz party, which did not pass the electoral threshold.

He returned to legal practice. He was elected to the Tel Aviv city council on the Secular Greens list in 2018 and again in 2024. He is married with 2 children.
