Adi Koll was born in Jerusalem on 19 March 1976 and grew up in Ramot HaShavim. She studied law at the Hebrew University of Jerusalem. In 1997, while still a student, she founded the Brera Center for student social involvement.

From 1999 to 2000 she worked as an aide to Knesset member Tamar Gozansky. Between 2002 and 2007 she completed a master's degree and a doctorate in law at Columbia University. Her doctorate dealt with legal decisions parents make on behalf of their children.

She lectured at Tel Aviv University from 2005 to 2013 and at Ben-Gurion University of the Negev from 2009 to 2013. At Tel Aviv University she founded the University of the People, which offers introductory university courses taught by students to people with little education.

In 2012 she joined Yesh Atid and was ninth on its list. She entered the Knesset in 2013 and chaired the committee for public petitions. In July 2013 she abstained on a coalition bill and was suspended by her faction from committees, and in December 2014 she said she would not run in 2015.
