He joined the Ramla city council in 1969 and was mayor from 1972 to 1977. He entered the Knesset for the National Religious Party and became Minister of Religious Services in 1977. He later left the party and founded Tami, which won 3 seats in 1981, and he became Minister of Immigrant Absorption and of Labor and Social Welfare.
He was acquitted in a first case on bribery charges. In April 1982 he was convicted of larceny and of fraud and breach of trust, and he resigned from the government. Tami won 1 seat in 1984, and in 1988 he joined Likud and was elected on its list.
