He completed medical studies at the Hebrew University of Jerusalem with honors in 1983. He began a residency in gynecology at Hadassah. In 1987 he was dismissed after an incident in which he struck a hospital security guard with his briefcase.

He founded Ta'al in 1995 and entered the Knesset in 1999 on a joint list with Balad. In 2003 the Central Elections Committee voted to disqualify him, but the Supreme Court overturned the ban. He later served as Deputy Speaker and ran on lists with Hadash, the United Arab List and the Joint List.
He initiated several laws, including a 2012 law on airline compensation for delayed or canceled flights. He supports a two-state solution and a state of all its citizens. In 2010 he gave a Knesset speech marking International Holocaust Remembrance Day.
