He studied law at the University of Königsberg and then worked as a lawyer in Danzig. He was active in Habonim, and in 1929 he became secretary of the central committee of Poale Zion in Germany. In 1931 he was chosen as a Danzig delegate to the Zionist Congress.

In 1933 he moved to the Land of Israel and taught at kibbutz Givat Haim. From late 1935 he worked for the movement in Germany until 1937, and in December 1935 the Nazis arrested him in Berlin. After the 1952 split in the kibbutz movement, he joined the group that founded Givat Haim Ihud.

He ran on the Mapai list in 1949 but did not win a seat. He entered the Knesset in 1951 in place of Abba Hushi and was re-elected several times, until he lost his seat in 1969. He died in 1994 and was buried at Givat Haim Ihud.
