Haim Biton was born in Israel on 17 January 1978 to Rabbi Yeshua and Rachel. He studied at the Ateret Yisrael yeshiva and holds a bachelor's degree in law.
He started out as an assistant deputy director of the El HaMaayan network. In 2001 he became deputy CEO of the Migdal Or network of Rabbi Yitzchak David Grossman, and he was its CEO from 2003 to 2014. He also sat on the Migdal HaEmek city council.
Biton headed the office of Aryeh Deri and in 2014 became CEO of Shas. He was ninth on the party list in 2015 but did not enter the Knesset, and Yigal Guetta took the seat. From 2015 to 2021 he ran the Bnei Yosef school network, and in 2020 the Attorney General's office ruled he could not hold both CEO posts.
Placed fifth on the Shas list, he entered the Knesset in 2021. After the 37th government was formed he became a minister in the Ministry of Education, in charge of Haredi education, and left the Knesset under the Norwegian Law. He resigned on 20 July 2025 over the draft law crisis.
In March 2025 a criminal investigation opened on suspicion that Education Ministry funds financed the Shas newspaper HaDerech, and he was questioned again in July 2026. He lives in Giv'at Ze'ev and has 5 children.
