He studied at a religious teachers' seminary in Jerusalem and joined the Haganah. He was badly wounded in Israel's War of Independence while escorting convoys. He then earned a law degree at the Hebrew University of Jerusalem.
As a student he helped found Sherut HaMitnavdim, a volunteer group that helped new immigrants. He was a member of the Mapai youth wing. In 1961 he opened a law firm in Tel Aviv.
After the Six-Day War he took part in Jewish settlement in the West Bank. In 1972 he moved from Ramat Gan to Kiryat Arba and opened a law practice there. He sat on the Yesha Council and joined the Tehiya party.
He entered the Knesset on 31 January 1990 in place of Eliezer Waldman. He opposed the Oslo Accords and the Gaza disengagement. He died in 2022.
