Israel Sadan was born in 1947 in Hadera

Sadan was born in Hadera in 1947. He joined the IDF through a Nahal company and later commanded a company in Battalion 12 of the Golani Brigade. In the Yom Kippur War he was a deputy battalion commander on the Egyptian front, and he left the army in 1975 as a major.

He then joined the Israel Police as the training officer of the Border Police. In 1987 he headed the police college for senior officers, in 1991 he took command of the Haifa region, and in 1994 he became a commander. In 1995 he was named commander of the Border Police, where the first course for female combat soldiers opened.

After leaving the police he ran for mayor of Hadera and won in 1998 with over 60% of the vote. He ran again in 2003 and won with 43% against 40% for his former deputy Haim Avitan.

In his second term he struggled to form a coalition and offered money to 3 council members for their support. After a police investigation and an indictment, he resigned and Avitan replaced him. He was convicted of bribery and sentenced to 8 months in prison and 7 months of probation, and he served his term from December 2006 until May 2007.
