Nudelman was born in Kyiv in the Soviet Union in 1938. He completed a doctorate at the Polytechnic University in Lviv in 1987.

He immigrated to Israel in 1991 and settled in Kiryat Shmona. From 1993 he sat on the city council and chaired its finance committee. He ran for mayor in 1993 and became deputy mayor.

In 1996 he entered the 14th Knesset for Yisrael BaAliyah, where he chaired the Science and Technology Committee. He left with Yuri Stern to form Aliyah, which merged into Yisrael Beiteinu, and was elected to the 15th and 16th Knessets. He served as Deputy Speaker of the 16th Knesset.

In 2005 he backed the disengagement plan and became a one-member faction. He joined Kadima and was elected on its list in 2006, chairing the Immigration, Absorption and Diaspora Committee. Before the 2009 elections he revived Aliyah as Yisrael HaMithadeshet, which did not pass the threshold.

His bills included a law on tire recycling and an amendment setting Hatikvah as the national anthem. He was married with 2 children and died in 2018.
