In 1919 he fled to Lithuania and taught at a school in Kaunas. He was expelled from Lithuania in 1921, stayed in Germany, and immigrated to the Land of Israel in 1924. He settled in Tel Aviv, worked in building and road construction, and was active in Poale Zion.

He sat on the Tel Aviv and Jaffa workers council from 1924 to 1935 and was elected to the Tel Aviv city council in 1926. In 1935 he went to the United States as a Poale Zion emissary, and in 1937 he visited Spain during its civil war at the invitation of the republican government. He was a member of the Histadrut executive committee and worked at the Jewish Agency in the 1940s.

He entered the Knesset in 1949 on the Mapam list. In 1954 he left Mapam with others to re-establish Ahdut HaAvoda, and he lost his seat in 1959. He returned to the Knesset in 1965 as a replacement for Israel Bar-Yehuda and served until 1969.
