Pesah Grupper was born in 1924 in Tel Aviv
Grupper was born in 1924 during the Mandate era and grew up in Neve Tzedek. In 1936 his family moved to Atlit, where he lived for the rest of his life. He was active in the vine growers' association and the farmers' federation, and in the Liberal Party (General Zionists).
He served on the Atlit local council and headed it in 1962 to 1964 and again from 1969 to 1971. In 1963 he had Atlit recognized as an immigrant town. He worked for the local train station.
He entered the Knesset for Likud in 1974 and sat on finance, economics and foreign affairs and defense committees. In 1981 he became Deputy Minister of Agriculture, and in October 1983 Minister of Agriculture in Yitzhak Shamir's government, until September 1984. In 1979 claims arose that he took money from the vine growers' association, and the attorney general declined to indict him.
In 1990 he left Likud with four other members and later helped form the New Liberal Party. The party failed to pass the threshold in 1992. He then headed the farmers' federation and the vine growers' association, and died in 2013.
