Al-Harumi was born in Shaqib al-Salam in southern Israel to a Muslim Bedouin family from the Negev. His father was a shepherd, and he had 8 siblings.
He went to high school in Jatt in the north, living with relatives there for 3 years. He earned a BA in physics from the Hebrew University of Jerusalem and then taught at the high school in Shaqib al-Salam.
He was elected to the local council and headed it from 2004 to 2008. From 2002 to 2014 he chaired the political bureau of the southern branch of the Islamic Movement, and he later became deputy chairman of the United Arab List. He entered the Knesset in 2017 under a rotation agreement within the Joint List.
He lost his seat in April 2019 but returned in September 2019 and was re-elected in 2020 and 2021. In June 2021 he abstained in the vote on the new government, which his party had joined, in protest of planned demolitions of Bedouin homes. The government was approved 60 to 59, and in July he became chair of the Internal Affairs and Environment Committee.
Al-Harumi died of a heart attack in August 2021 at Soroka Medical Center in Beersheba. He was buried in Shaqib al-Salam.
