Shlomo Rosen was born in 1905 in Moravská Ostrava, then part of Austria-Hungary and now in the Czech Republic. He attended high school there.

He moved to Mandatory Palestine in 1926 and joined kibbutz Sarid in 1927. From 1933 to 1935 he went back to Ostrava as an emissary of Hashomer Hatzair.

On his return he worked for the Kibbutz Artzi movement in economic and settlement roles. He later became its secretary.

He entered the Knesset for Mapam in 1965 and was reelected for the Alignment in 1969. He became Deputy Speaker of the Knesset and, in November 1972, Deputy Minister of Immigrant Absorption. He lost his seat in the next elections but was named Minister of Immigrant Absorption under Golda Meir and kept the post under Yitzhak Rabin.

In January 1977 he was also appointed Minister of Housing. He left both posts when Menachem Begin formed a government in June 1977, and he died in 1985.
