She was born in 1926 in Mosul, Iraq, one of six children of Shmuel Binyamin Arbeli and his wife. She trained as a teacher, taught English at a girls' school and studied at a teachers' college in Baghdad. She was active in the Zionist underground in Iraq and was once arrested.
In 1947 she immigrated secretly to Mandatory Palestine, and her family followed in 1951 in Operation Ezra and Nehemiah. She joined Ahdut HaAvoda in 1948 and helped found kibbutz Neve Ur. She later worked in the labor movement on training and employment for women.
She entered the Knesset in January 1966 and was re-elected several times. She chaired the Labor Committee and initiated 32 private bills that became law, including measures for working women. She opposed the Camp David Accords and backed the Golan Heights Law against her faction's decision.
