Yisrael Kargman was born in 1906 in Berdychiv
Kargman was born in 1906 in Berdychiv, in the Russian Empire, today in Ukraine. As a young man he joined the HeHalutz movement, which was illegal, and took part in its HaMishmar training group in Crimea. Because of his Zionist activity he was exiled to Siberia in 1925.
In 1929 he emigrated to Mandatory Palestine and worked odd jobs in Petah Tikva, Magdiel and Jerusalem. After settling in Kiryat Haim, he began working at the Ata factory in 1938. There he was elected head of the workers' committee.
He entered the Knesset in 1956 as a replacement for Zalman Shazar and kept his seat until 1977. He sat on the Finance Committee, served at times as coalition chairman, and later chaired the Finance Committee. As chairman he advanced the value added tax law.
In 1963 he headed the Kargman Committee on cooperation between workers and management at the Israel Electric Corporation. In 1977 Education Minister Zevulun Hammer named him chairman of the board of trustees of the Prime Minister's Prize for Hebrew literary works, and his term was extended in 1981. He died in 1987.
