הבונה של כלי השיט והמבצע בו תיקונים, שיש להם תביעת חוב הנובע מתוך ביצוע עבודות הבניה או התיקון, רשאים לעכב את כלי השיט כל עוד הוא נמצא תחת ידיהם, עד לתשלום המגיע להם.
