1. המועצה
הממשלה תמנה מועצה לענין הנצחת זכרם של מי שנשאו את משרת נשיא המדינה או ראש הממשלה (להלן – המועצה); המועצה תמנה לא יותר מעשרים ואחד חברים ותהיה מורכבת מנציגי הממשלה ואנשי ציבור; הממשלה תמנה אחד מנציגיה במועצה להיות יושב ראש.
