Feldman was born in Eisenstadt, Austria, in 1930, the youngest child of Reizel and Aharon Feldman. After the Nazis came to power in Austria, he moved to England in 1936.

In England he attended a school for gifted children and then a yeshiva in Staines near London. He moved to Israel in 1949, grew close to the Ger Hasidic movement and studied at the Sfat Emet yeshiva.

After becoming a rabbi, he headed the Imrei Emet yeshiva of the Ger movement in Bnei Brak. In 1977 he was sixth on the Agudat Yisrael list for the Knesset.

He was elected to the Knesset in 1988 and served as Deputy Minister of Labor and Social Welfare in Yitzhak Shamir's government. He resigned in 1989, saying the coalition agreement with his party had not been kept. He became chairman of the Knesset Finance Committee in February 1991.

He did not run for the next Knesset and in 1992 became chairman of Agudat Yisrael. He died in 1997, and streets in Bnei Brak and Jerusalem bear his name.
