Rafi Milo was born on April 17, 1972, in Moshav Kfar Yedidia, to Uri and Eva. He was named after his uncle, Major Rafi Milo, who was killed in an IDF operation.
He joined the IDF in August 1990 and volunteered for Shayetet 13. He left active service in 1996 and returned after the 1997 naval commando disaster. He later moved to the Golani Brigade, where he commanded the reconnaissance unit and then the 13th battalion.
He commanded a Shayetet 13 squadron in the Second Lebanon War, then the Etzioni Brigade and the Baram Brigade. After losing a computer with classified material, his appointment to command Shayetet 13 was delayed. He commanded the unit from 2012 to 2014 and then studied at the National Security College in Canada.
As a brigadier general he led the Edom and Galilee divisions and directed Operation Northern Shield. He was reprimanded for entering a Hezbollah tunnel without coordination. He later headed the Command and Staff College, became a major general in 2022 and led the Home Front Command before taking over the Northern Command in 2025.
He is married and has 3 children.
