Almog was born in Tel Aviv to parents who came from Poland in 1933. He grew up in Haifa and attended the religious Yavne high school. In August 1952 he joined the Nahal with a Bnei Akiva group.

In 1954 he volunteered for the naval commando and became a naval officer in 1957. He later earned a BA in geography and political science at the Hebrew University of Jerusalem. In 1974 he studied at the US Naval War College and received a master's degree in management and strategy.

He commanded Shayetet 13 from 1968, during the War of Attrition, and the Red Sea Arena in the Yom Kippur War. In 1979 he became commander of the Israeli Navy and served until 1985. During this time the navy took part in the First Lebanon War and brought the first 1,000 Ethiopian Jews from Sudan to Israel.

After retiring from the IDF in 1986, he was appointed special manager of the state-owned Israel Shipyards, which was close to bankruptcy. The company became profitable and was sold to private investors. He left in 1995 and later served on boards, including the Board of Trustees of the University of Haifa.
