Zeruya Shalev was born in 1959 in Kvutzat Kinneret

Shalev was born in Kvutzat Kinneret in 1959 to literary critic Mordechai Shalev and painter Rika Shalev. Soon after her birth the family moved to Beit Berl, where her father taught. Her brother is the mathematician Aner Shalev, and the writer Meir Shalev was her cousin.

She served in the army from 1979 to 1980. She then earned bachelor's and master's degrees in Bible studies at the Hebrew University of Jerusalem.

In the late 1980s she began working at Keter Publishing, later becoming an editor of its Hebrew fiction series, and she also edited books at Keshet. Her first book, a poetry collection, came out in 1988, and her first prose book followed in 1993. Her novels have been translated into many languages, and Love Life was adapted into a 2007 film.

In January 2004 she was injured in a suicide bombing of a bus in Jerusalem as she walked nearby. She is married to writer Ayal Megged, and in 2016 they moved to Haifa.
