בשנה המתחילה ביום ט״ו בחשון תשכ״ט (6 בנובמבר 1968) ייעשו הפעולות לפי סעיפים 21(ב) ו־68(ג) במועד הקבוע בהם אולם לא יאוחר מ־42 יום לפני יום הבחירות.
