המגישים רשימת מועמדים רשאים לציין בה שני אנשים, אחד כבא כוח הרשימה ואחד כממלא מקומו; באין ציון כזה יראו את האדם החתום ראשון למגישים כבא כוח הרשימה, ואת השני כממלא מקומו.
