10. החלה על לשכת נשיא המדינה, הכנסת ומשרד מבקר המדינה
לשכת נשיא המדינה, הכנסת ומשרד מבקר המדינה לא יקבלו עד תום שנת הכספים 1985 עובדים חדשים כאמור בסעיף 9 באופן שמספר עובדיהם יעלה על המפורט בתוספת השניה, אלא אם כן התירו זאת מנהל לשכת נשיא המדינה, יושב ראש הכנסת או מבקר המדינה, לפי הענין, בנסיבות מיוחדות.
