4. שכר בתקופה הראשונה
כל עובד, וכן כל מי שמקבל שכר מאת המדינה, לא יהיו זכאים לשכר או לתשלום נילווה בעד התקופה הראשונה בסכום העולה על השכר או התשלום הנילווה ששולם להם באותה תקופה, או שהיו זכאים להם כדין לפני התקופה הראשונה ולא שולמו להם.
