שר האוצר ממונה על ביצוע חוק זה והוא רשאי, באישור ועדת הכספים של הכנסת, להתקין תקנות לביצועו, לרבות תקנות המתייחסות לתקופה שבין תחילת תחולתו של חוק זה לבין פרסומו.
