1. חישוב הכנסה
לענין זכאותו של נכה לתגמול נוסף לפי סעיף 4א לחוק ולענין הניכוי לפי סעיף קטן (ב) לסעיף 4א לחוק, רשאית הרשות המוסמכת להביא בחשבון את הכנסתו הממוצעת של הנכה בששת החדשים האחרונים של השנה שקדמה לשנה שבה חל החודש שבעדו ניתן התגמול הנוסף או בשלושת החדשים האחרונים של השנה שקדמה לשנה כאמור, הכל לפי הסכום הקטן יותר.
