1. נושאים
רשות מקומית מוסמכת להסדיר עניינים של שמירה, אבטחה וסדר ציבורי בתחום שיפוטה בנושאים אלה:
(1)שמירה ואבטחה נייחת וניידת במרחב הציבורי ובמיתקני הרשות המקומית לרבות לצורך מניעת פעילות חבלנית עוינת;
(2)סיוע למשטרת ישראל בפעולותיה לשמירת שלום הציבור והסדר הציבורי, לרבות באבטחת אירועים המוניים;
(3)מניעת פגיעה ברכוש של הרשות המקומית.
