13. הצמדה על־ידי המועצה
מגדל שאינו צמוד לקבלן מורשה תהיה המועצה רשאית להצמידו לקבלן מורשה לפי ראות עיניה והיא תודיע על כך בכתב למגדל ולאותו קבלן מורשה.
