לא ינהל אדם עסק של השמדת חרקים או מכרסמים לפי פרט 3.3 לצו רישוי עסקים (עסקים טעוני רישוי), התשנ״ה–1995 (להלן – עסק), ולא יינתן לאדם רשיון לעסק כאמור, אלא אם כן נתקיימו הוראות תקנות אלה.
