3. שימוש חורג
שימוש בבניין או בקרקע שיש בו שינוי מהשימוש שנקבע בתוכנית והוא משנה את אופייה של הסביבה הקרובה, או שהוא לא יאפשר שימוש בבניין לפי הייעוד הקבוע לו בתוכנית, יהווה סטייה ניכרת.
