שילוב אסיר בפעילות פנאי בבית סוהר, תתקיים בשים לב לרמת הביטחון בבית הסוהר, לשיקולי הביטחון, למאפייני הסיכון הנובעים ממנו לתנאי האגף שבו הוא מוחזק ובכפוף לכללי הסדר, המשמעת והביטחון החלים עליו, כפי שייקבע בפקודות השירות.
