2. הגבלת ייצור, שיווק ייבוא ואריזה
(א)לא ייצר אדם תמיסה אלא אם כן קיבל לכך אישור מוקדם, בכתב, מאת המנהל.
(ב)לא ישווק אדם תמיסה, לא ייבא אותה ולא יארוז תמיסה אלא בהתאם לתקנות אלה.
