13. מועמד שאינו בעל תכונות הכרחיות
למבחן לא יוזמן מועמד אשר המנהל הכללי סבור, לאור הפרטים שצוינו על ידי המועמד בבקשתו, שלא התקיים לגביו תנאי שנקבע במכרז כהכרחי למילוי המשרה, אם מילוי תנאי זה ניתן לקביעה אובייקטיבית ואינו תלוי בהערכה.
